Imran Khan has accepted the Challenge.

Imran Khan claimed during PTI's recent anti-inflation rally in Lahore that, if given the charge, he could collect the arrears against electricity bills and stop power thefts. 
The very next day, the Minister for Water and Power Khawaja Asif dared Imran to walk the talk. The minister offered to give Peshawar Electric Supply Company (Pesco) in the control of the PTI-led Khyber Pakhtunkhwa (KP) government as of January 1, 2014. 

Imran Khan, it is said, has decided to take the offer and is meeting his top lieutenants to facilitate the transfer of control of Pesco to the province. 
The transfer of control of electric supply companies to provinces has been discussed in the Council of Common Interests CCI). The matter did not go further, as the provinces did not agree to the arrangement that Islamabad would supply electricity to the provinces, bill them and deduct the amounts of bills at source when giving the federating units their shares of funds. 

It seems, by claiming that he can collect the arrears and stop the pilferage if was given the charge, Imran Khan has accepted the principle of the center cutting the amounts against electricity supplied at source. 

It is a challenge and an opportunity for Imran Khan and his party to prove their mettle. Many people believe that under the guidance of Khan, the PTI-led government can perform the feat of collecting the electricity dues from the consumers and at the same time stop the power theft. If PTI can do that, it will prove that both these tasks are possible and all that is needed is political will. Most people look at the clean and efficient way Shaukat Khanum Memorial Cancer Hospital is run and view that the methods used there can be successfully applied in any of the power supplying companies.

There are a few aspects of the situation that can go in favor of Imran Khan and he should exploit these to the fullest: He is clearly more popular in KP than anywhere else; his appeal to the people to pay power bills and not to practice pilferage will have much better response than by any other leader. Secondly, he has a great reputation for being an honest person and someone who keeps his promises. The people in KP will be more inclined to believe that if they pay their power bills, they will get better services. 

PTI's success in improving the performance of Pesco will also force other governments to transform their power companies into efficient organisations.
While the job Imran has taken to perform is daunting, it is doable, especially, when there are so many talented and experienced persons from the corporate sector in PTI.
If Imran can turn Pesco into success story, it will also resonate with the people of other provinces, not just the residents of Khyber Pakhtunkhwa.
